The race committee decides how the race course will be laid out based on wind conditions.

The Race Committee Boat, “The Loynes,” is located directly off the pier and often occupies one end of the starting line. The committee boat will also make sure no boats have crossed the starting line early, and will signal over-early boats. The race committee signals the racers as to the race sequence with a series of flags and sounds.

A boat which was over early and did not make amends (usually by coming back to the starting line, or by going around one end of the starting line) will be penalized in the scoring process. At the end of a race, the committee boat will write down finish-times.
